I would bet the trailer was overloaded with a load that was tall. Note the trailer is a flatbed tongue pull that has the bed over the wheels. That makes for a very unstable load when it is tall and on a tongue pull that is not properly loaded.
That sucker will start swaying and no way to stop it from doing so except to get to a low speed and then may not be enough.
