About this Workshop
While poor management is cited most frequently as the reason businesses fail, inadequate or ill-timed financing is a close second. Whether you're starting a business or expanding one, sufficient ready capital is essential. But it is not enough to simply have sufficient financing; knowledge and planning are required to manage it well. These qualities ensure that entrepreneurs avoid common mistakes like securing the wrong type of financing, miscalculating the amount required, or underestimating the cost of borrowing money (SBA.gov).
In the Federal Government’s eyes, Contract financing involves FAR-specified arrangements for infusing money to a contractor as work progresses and in advance of payment for delivered products or services. The Government often uses contract financing methods to help offset costs incurred by a contractor in performance of a contract. The approach to contractor cash needs varies with the type of contract and other considerations (DCAA.mil).
Successful businesses understand the financing environment they operate in and use all available resources to their best advantage to increase the stability and long-term value of their enterprise.
The Contract Financing Workshop will provide attendees with a better understanding of the rules and regulations of Federal Contract Financing, a behind the curtain view of how the Government views this important element of doing business and will explore alternatives to Contract Financing available in the public and private sectors. Attendees will strengthen CFO and Contracting Officer-recommended core competencies for financial, contract and program managers, including increasing program effectiveness; understanding financial, budget and management issues; and increasing firm value and sustainability.
Jim Hiles- Vice President of Contracts, MorganFranklin Corporation
MorganFranklin's Vice President of Contracts, Jim Hiles is responsible for developing business and proposals, managing subcontracts and suppliers, and administering government and commercial contracts.
Jim is an active voice in Government Procurement forums. He has published articles on multiple award contracting, source selection and other acquisition topics. He has conducted training classes to industry and government groups on topics ranging from Federal Procurement 101 to controlling cost overruns. Jim actively promotes industry-government collaboration through the Information Technology Association of America Outreach Task Group, and serves as a subcommittee chair for the Electronic Industries Alliance Government Procurement Relations Council.
From 2004 to 2005, Jim was Chief of Contracts with the Naval Surface Warfare Center, Dahlgren. While there, he brokered business transactions supporting research and ordnance operation. He also served as lead contracting officer on the Navy-wide rollout of Seaport, an innovative services acquisition vehicle. From 2001 to 2004, Jim worked as a contracting officer and manager for the Naval Air Systems Command, Patuxent River, Md.
Jim completed over 23 years of active Naval service as a Supply Corps Officer. He served in this capacity aboard the USS M.G. VALLEJO, the USS SUNBIRD, and the USS ARCTIC.
He earned a B.S. in Business from the New School, and an M.S. in Acquisition and Finance from the Naval Post-Graduate School.
