About the Strategic Sourcing Workshop

Strategic sourcing is the collaborative and structured process of critically analyzing an organization’s spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently. This process helps agencies optimize performance, minimize price, increase achievement of socio-economic acquisition goals, evaluate total life cycle management costs, improve vendor access to business opportunities, and otherwise increase the value of each dollar spent (Office of Federal Procurement Policy, May 2005)

The Office of Management and Budget has mandated the use of strategic sourcing to reduce target commodity program costs. Senior management involvement is key to this effort, on which agencies must submit annual progress reports. This three-day workshop gives both practitioners and managers the tools they need to comply with new OFPP mandates.

About the FAR Part 31

Knowledge of the FAR Part 31 Cost Principles is critical to successful participation in Federal Government Contracting. The Cost Principles determine to a great extent the allowability (i.e. recoverability) of costs for contract pricing and reimbursement purposes. Serious penalties can be imposed for including “unallowable” costs in pricing or reimbursement claims on government contracts. Just as important, cost recovery can be maximized by knowing what is allowable and therefore recoverable.

In this concentrated one-day workshop, attendees will gain that critical knowledge in FAR Part 31. Specific areas of coverage will include:

- FAR Part 31 Cost Principles requirements in government contracting
- Factors that determine cost “allowability”
- Overview of the 46 FAR Part 31 Cost Principles
- In depth review of controversial and frequently misinterpreted cost principles
- Accounting for “unallowable costs”

About Your Instructors

Strategic Sourcing- Jillian Alexander

Jillian Alexander is the founder and CEO of Conduit Consulting, a firm dedicated to helping domestic and international organizations identify and achieve their strategic business goals and improve project management performance. Prior to founding Conduit, Ms. Alexander served as VP Corporate Development for Sony, and as a Practice Area Manager for Price Waterhouse Coopers, where she developed various strategic sourcing methodologies, including strategic partnership formation, valuation, and intellectual property asset management. She has an M.B.A. from Cornell University’s S.C. Johnson Graduate School of Management, with a concentration in Finance and International Business.

FAR Part 31- Joe Higgins

Joe Higgins is a managing director in the FTI Forensic and Litigation Consulting practice based in Washington, D.C. Mr. Higgins has worked over 30 years in accounting, auditing and consulting in government contracting with concentration in the Aerospace and Defense (A&D) industry.

Mr. Higgins has extensive financial management experience in government contracting, specifically in the development and implementation of cost allocation systems to ensure cost recovery on government contracts. He has assisted clients with completion of CASB Disclosure Statements and related issues with compliance with the Cost Accounting Standards. Mr. Higgins has expertise in all required government contracting management systems, including cost estimating and earned value management systems (EVMS). He has extensive knowledge in the areas of contract claims, particularly claims in connection with terminations for the convenience of the government.

Location Information

Both workshops will be held in the Government*Horizons Training Center in the NRECA Building at 4301 Wilson Boulevard, Suite #1003 (10th floor), Arlington, VA 22203. Public parking at the facility is available for $9 a day. The NRECA Building is just one block from the Ballston Metro Station in the orange line.
