In most instances, if you are crossing state lines to p/u or deliver freight, yes you'll need app tags. Some states, that have a POE scale, will let you purchase a trip permit upon entry. However, Texas nor Mississippi have POE scales that are open 24/7, no permits available, ergo the need for app tags for Louisiana trucks.
For a year or better, I used to run into Louisiana without app tags, just buy the $25 trip permit, good for 72 hrs, at the scale. I was also required to purchase enough fuel in state, to account for the road tax. But, as I went farther, the app tags were a necessity.

Over 26,001 apportion plates are required. Under 26,001 they are optional. Over 26,001 also requires and IFTA sticker. Over 26,001 requires logging all miles driven by state and miles driven regardless of purpose to include personal use.
