Customs and Border Protection BeginsCustoms and Border Protection Begins Phased Enforcement of FAST Card Requirement:
On August 10, Customs and Border Protection (CBP) began phased enforcement of the SAFETEA-LU provision that requires Canadian and Mexican licensed drivers who transport hazardous material into the United States to possess a Free and Secure Trade (FAST) card. Phase 1 institutes a period of informed compliance between August 10 and November 12, 2006. During this phase drivers licensed in Canada and Mexico who are transporting placarded hazardous materials but are not in compliance with the FAST requirement will be given an informational notice advising them of the new rule. Phase 2 begins on November 13, 2006 when full enforcement and compliance with the SAFETEA-LU requirement is in effect. After that date, affected drivers must hold a FAST card to be permitted to transport hazmat into the United States. CBP and TSA jointly agreed to institute the phased-in approach to provide sufficient time to register qualified drivers in the FAST program and to perform outreach to the affected trade community.
