The national average price of retail on-highway diesel fell 7.4 cents to $2.463 per gallon, its lowest level since Feb. 20, 2006, the Energy Information Administration reported Monday. The nationwide average, which dropped for the fifth consecutive week, is 1.4 cents higher than during the same week in 2006. On Wednesday, the price of West Texas Intermediate crude oil increased $1.03 to $52.24 per barrel, but was still 20.5 percent lower than a year earlier.
