Congress Does Not Extend Single State Registration System:
The lame-duck session of Congress adjourned Dec. 9 without extending the Single State Registration System, which will therefore be repealed Jan. 1, 2007, as scheduled under existing federal law. Toward the middle of 2007 it is probable that states will be able to begin collecting fees from carriers under the new Unified Carrier Registration System (UCRA), but the UCRA will not be ready in January. As of now, carriers need to do nothing: There are no SSRS fees to pay for 2007, no SSRS credentials for 2007 to be carried in truck cabs, and there is to be no SSRS enforcement by any state after the first of 2007.
